Spaatz on future war and compulsory training ideas
Air Force veteran General Spaatz told United Press in St Germain, France that there is no realistic chance planes will reach 1 000 miles per hour in 25 years. He favored peacetime military training of one year for all physically fit youths but with no indoctrination or education tied to it and no reading or writing taught in the program. He stressed civilian schools should handle regular education.

New Transfer Tax Takes Effect Tomorrow in Albany
Albany reports a new two cent per share stock transfer tax, replacing the prior three cent rate. The law, enacted this year on Gov. Thomas E. Dewey’s recommendation, blends the Emergency Tax into the regular schedule to ease the burden on low priced shares. The tax applies to deliveries or transfers of stock certificates except when shares are sold.

Rate Range Tied to Stock Price Thresholds
The rate will scale from one cent per share when the selling price is under 35 to four cents when the selling price reaches 80 or more. This establishes a tiered pricing rule based on observed share values.
