War Council Gains Broad Powers Over Child Care Programs
Gen Nathaniel L Goldstein ruled that the State War Council may regulate child care projects for children of war workers, provide services directly, and appoint the Education Department as agent to apply for federal grants under the Lasham act. The council may also set up plans to handle aid money and charges to parents under the War Emergency Act, with direct provision of care where needed.
