General Lucius D. Clay urged industrial mobilization in the United States to gain a margin of superiority over Russia and its satellites. Speaking to officers and directors of the District Fest and the American Ordnance Association, he stressed constant research and development of weapons and that future wars will be decided by technique, not sheer numbers. The audience included G E officers, Behr-Manning and General Motors executives, and other industry leaders, with remarks on information exchange to bolster industrial preparedness.
