Many Gifts for Soldiers Lost by Poor Packaging

Washington reports that losses of parcels to troops overseas are blamed on packaging rather than pilferage alone. Officials acknowledge some thefts but cite that only a fraction of 1 percent is lost to pilfering. Most losses occur at terminal transfer points outside the United States and during forward Army postal operations in wartime. The main issue is cartons and wrapping materials used by senders at home, with light or no containers blamed.
