Job Freeze System is Ineffectual
Undersecretary of War Judge Robert M. Patterson charges that the War Manpower Commission and the U S Employment Service system for freezing workers and issuing Statements of Availability is badly abused. He says quit rates exceed 5 percent a month and total labor turnover about 8 percent, the highest since World War I, hampering war plant efficiency. The program was meant to keep workers in their jobs, but abuses have undermined its purpose.
