Appointments in City Government Shift Under New Administration
From 1921 to 1926 he served as deputy city engineer and has been in charge of the water bureau from 1926 to 1935 and from 1938 to the present. Leversee, a veteran of World War I and current New York State Guard officer, will succeed John J. Givney. Fitzgerald will succeed Stanton B. Lee, former Troy postmaster and longtime business figure. Crowley has a strong municipal service record, including public works administration and a new system of real property valuation to be tested by the next administration. Changes may occur as appointments rest with the mayor, with cabinet posts first and other offices after departmental study. Supervisor Charles P. Duncan is named Tombhannonck Reservoir superintendent. Comptroller Edward J. Ronan reappoints his staff. James A. Madden, successor to John F. Shannon as city treasurer, will pause appointments until he reviews the department. County changes remain contingent with no fixed plan yet.
