Asks Law to Protect Job Insurance Money
James H. Moseley, president of the Citizens' Public Expenditure Survey, said New York State's unemployment insurance reserve of about 60 million dollars could be federalized if a state law allowing experience rating for employers under the payroll tax is not enacted. The group plans to push legislation at the 1944 Legislature and cites a statewide survey showing strong employer support for some form of experience rating. Moseley argues New York loses a tax advantage when compared with experience rating states.
