Officials told a legislative committee that despite a 40 percent rise this fall the noon lunch programs reach only about 64 percent of upstate and Long Island public schools. Federal funds for 1944 programs are running low, threatening upstate and New York City efforts. Dr Edwin R Van Kleeck urged extension of the school lunch plan to cover all children in need, noting nutritional benefits and improved health.
