Boards are to report if curtailment is possible and when reductions might occur. Local boards rely heavily on volunteers, with minor paid staff. Reductions target larger boards. officials stress this does not signal end of draft work or imminent victory. Quotas have been light recently, reducing clerical tasks. An overlooked duty involves reemploying men discharged from service as eligible numbers rise.
