The Senate Appropriations Committee approved a defense budget of 58.19 billion dollars and urged immediate use of Reserve forces to meet active duty needs in Viet Nam. Chairman Richard Russell criticized inequities between draftees and Reservists, noting a 130,000-strong volunteer backlog awaiting six months of training. The panel added funds for two guided missile destroyers and maintained Pentagon programs including Nike-X, F12, and an advanced bomber.
