New Philippine code to back democracy and curb excess
Manila reports the new Philippine civil code, to take effect July 1980, stresses safeguards against racial prejudice and discrimination and requires teachers and parents to instill love of country and democracy. It allows independent civil action for violated liberties and bans thoughtless extravagance during emergencies. The code, replacing the colonial Codigo Civil, was prepared by a commission appointed in 1947 and adopted in 1949.
