United States Battles Over News Gath ering Ethics at UN Assembly

A 20 to 18 vote with six abstentions rejected a U S proposal to bar applying telecom provisions to press messages, amid contention over backdoor censorship and national security safeguards. Erwin Canham of the Christian Science Monitor said legal interpretation would decide which treaty applies and that the news gathering pact would gain precedence.
