Seaway proposal tied to national security and power plans

A plan to build a seaway would involve Canada with a $230000 contribution and allow New York State to buy power facilities. Supporters claim it would relieve port congestion, aid the railroad system, and provide an emergency transport route. They cite toll revenues and regional power generation potential as self funding.
