Urban Education Program Began in Troy Under Regents Plan
In 1967 the New York State Regents urged a state urban education program similar to Title I focusing on poor urban districts and measurable skill gains. Troy began its program in fall 1968 directed by William Broderick with about $100,000, concentrating funds at School 5 and targeting mid grade students functioning below capacity. It includes three 10-student special classrooms, two remedial reading teachers, and a multimedia lab in the library.
