West Sand Lake officers and fire department members were installed with John Leary as master of ceremonies and Sergeant Robert S. Schneeman as speaker. Earl D. Troy firefighters answered box 146 just before 2 pm yesterday and found smoke issuing from the rear of 361 Fourth Street, south of Canal Avenue. First reports say the blaze was confined to a second floor wall.
