West Germany Pushes Civil Flying to Modernize Air Power
West German transport minister Hans Seebohm urged Germany to develop its own civil aviation, arguing it would not threaten world security. He said initial operations could use foreign equipment with German crews and ground staff, while noting current control council bans on domestic aviation training. Seebohm warned rearmament requires transport advances, questioned Lufthansa’s WW II role, and outlined hurdles to home production including funding, research catch-up, and government subsidies for a national airline.
