Shaff Remap Debate Divides Iowa Leaders
Gov Harold Hughes warns the Shaff apportionment plan would create a Berlin Wall between rural and town people and doom the Senate as a small body. Editor Robert Beck asserts rural dominance would fade and city centers gain power, calling for partnership and equal representation. The plan proposes a 58 member Senate based on population and a 99 member House with one per county, adjustable to equalize districts.
