Harry Frease becomes colonel of the unit dubbed the President's Own. He formerly captained the Canton Troop in the campaign. Baskets of carrier pigeons supplied for the cruisers to aid commands and messaging.
Canton Oklahoma reports organizing a regiment of 600 volunteers in the city to serve as The President's Own. Staff officers are to be approved by Governor Bushnell. Harry Frease a former Light Ohio National Guard commander leads. James McKinley, nephew of the president, is named among volunteers. Reverend Milgan volunteers as chaplain. Troops expected to sail soon with ships at Pensacola and Mare Island Navy Yard preparing the cruiser Charleston for service.
The report lists batteries and movements for coastal defense artillery. Batteries from Fort Monroe Fort Caswell Tybee Island and other sites are reassigned to strategic points including Sheridan's Point Sullivan's Island and Fort Hancock. A report that Commander Himers would command was deemed an error. Meanwhile reports say the Austrian emperor seeks to rally European powers against U S intervention in Cuba.
San Diego Cali March 16 Captain Charis N Clark commanding the coast Monterey has received orders to go north toward Oregon. This brief dispatch notes a continuation on the first page with Berth.
Enthusiasm runs high among old artillery veterans as three batteries prepare to move to Fortress Monroe New Orleans and Savannah. Families split up and packing rushes unfold while officers and men brace for possible war with Spain amid tight transport arrangements and orderly haste.
Chicago dispatch reports Colonel J C G Lee awards transportation of three artillery batteries from Fort Riley Kansas to Fort Monroe Savannah and New Orleans. Contracts with twelve railroads total about 6000 dollars per battery. Each battery includes five officers six soldiers three horses and various cars and camp equipment. Batteries to depart Fort Riley by noon with trains via Union Pacific Chicago Burling ton Big Four and Chesapeake Ohio routes.
In Washington on March 16 a Capitol report states a majority of naval affairs committees favor substituting six battleships for the three in the current naval appropriation bill. The six ships are seen as aligning with the normal output of the nation’s three shipyards capable of building battleships.
London editorial sketches the Cuban affair praising statesmanlike restraint. It lauds President McKinley for caution and judgment and hopes he can avert war through prudent handling.
Portland March 16 Woll and Senecker iron works received navy orders to rush torpedo boats numbers 1d and 12 under construction. Boats nearly ready to launch, expected completion within two months. Fans and models for third torpedo boat number 20 are ready, hull plates not yet completed.
W F White longtime Santa Fe passenger traffic manager dies at his Chicago home after a long to Topeka career. He was 47, survived by three daughters Jean Henrietta Deborah and a son Ben, with funeral planned at Highland Park St Mary's church. He joined Santa Fe in Topeka and rose through freight and passenger posts, shaping the system’s passenger operations.
Chicago march 16 the new primary election law was tested by Democrats and praised. Most wards ran smoothly but in the tenth seventh twelfth and seventeenth police were needed to keep peace. Citywide ballots ranged from 10 to 40 percent of the Democratic vote with heated contests in places like the Twenty second where voting peaked at 69 percent.

Washington March 26 Senate committees on foreign relations agreed to recommend annexation of the Hawaiian Islands by legislation. A joint resolution for annexation was prepared with Senator Davis authorized to report it to the senate. Later in the session Chairman Decius reported a bill for annexation. The joint resolution moved to the calendar.
A disastrous blaze on Wabash Avenue at Lyon and Healy and nearby firms burned a large music house. Fifteen people are believed dead and extensive property loss reported. Fire departments battled the flames as the building suffered total destruction.
A devastating blaze at the corner of Wabash Avenue and Jackson Boulevard injures many and claims a rising death toll. The Conover Plane company building housed a major photographic supplies operation, trapping workers and forcing mass evacuations. Fire conditions escalate as debris and collapsing walls pin down dozens, with hospital transports and rescue efforts ongoing.
