McCarthy Improvement company of Davenport bid 2,384,288.62 for the dam No. 13 construction in the upper Mississippi nine foot channel project, about 57 thousand below the federal estimate. Nine bids were filed. the dam extends 5,138.5 feet two miles north of Fulton. Maj. Gen. E H Markham requested more than 37 million dollars for Mississippi river works next fiscal year, with 2.585 million for dam 13 and 330 thousand for dam 12 at Bellevue.
A petition will be sent to Governor Horner requesting a special election in the 15th judicial district to elect an additional circuit judge due to multiple vacancies and overextended existing judges. Stephenson County is pressing for action as county and circuit duties strain remaining officials amid recent deaths. Rain and freezing roads worsened travel for motorists Wednesday.
Reported New Year toll shows 214 violent deaths nationwide with 170 traffic deaths and 44 other causes on Dec 31 and Jan 1. Pennsylvania leads with 29 fatalities, California next with 22, across 30 states. Yuletide period totals reach 968 deaths, including 555 traffic deaths and 206 other causes. States list shows Illinois 1 Indiana 1 Missouri 31 Wisconsin 13 and others.
Illinois commerce commission reports gains in rural electricity sales for November 1936 versus 1935. Rural revenue reached 126,828 dollars, up 25 percent. kilowatt hours sold rose markedly and the number of rural consumers increased from 24,116 to 30,497. Total sales to customers nearly a million dollars higher than last November.
Sheriff Eber Shepherd reports 63 prisoners were lodged in Carroll County jail during 1936 for various offenses. The records show most were held for observation or investigation, with several charged for threats, driving while intoxicated, and assault. Five boarders are currently in the jail.
Two new members joined the Carroll County Dairy Herd Improvement Association in December. Rush Carroll of Thomson led the month with high honors, and Eugene Bileray of Thomson also joined. The association has 14 members with 240 cows on test. Average monthly herd production was 588 pounds of milk and 22 pounds of fat per cow. Fifty cows were dry and four unprofitable cows were sold to the butcher. Three top producers came from the W. W. Werner herd and two from Stransdale Farm No. 1, though Werner’s top cows didn’t push his herd into the top five overall. A list of owners of the five high herds and five high cows follows.
Joseph Warfield of Mt. Carroll pled guilty to issuing bad checks to four Savannah merchants. He was bound over to the March grand jury and remanded to jail on a $500 bond. Merchants cited checks signed with the name Harry Kipnis drawn for $20, $20, $20, and $15 at Pallas Tavern, Ferguson Clothing, Kranert Shoe, and A. P. Food Store.
National Bank of Savanna shows deposits totaling 168,319.54 and surplus rising to 35,000 as of December 31, 1936. Three years after organization, the bank reports steady growth with 280 stockholders compared to 28 in the old bank. Annual stockholders meeting scheduled for Tuesday January 12.
Joy W. Sword, Lanark horse breeder, sold a seven year old strawberry roan gelding weighing 1980 pounds to Bill Dosh of Maryland for the Barnum and Bailey circus. The horse brought $825 and the breeder’s dam has produced progeny valued at $1,265.
Carroll counties newly elected state's attorney J L Brearton announces office quarters on the third floor of the Mt Carroll courthouse and plans to be there Mondays and Fridays while keeping Savanna quarters open. He will visit other days as needed and aims to clear old cases to start the year with a clean slate and ensure timely handling of all matters.
Mrs G I Bickelhaupt of Center Hill will celebrate her 82nd birthday this Sunday in Clinton at the home of her son G E Bickelhaupt. Her life has centered in Carroll county with roots around Preston Prairie Center Hill and Plum Grove. She taught rural schools and later lived at Preston Prairie after marriage. Her husband died in 1933. She is mother to Loomer Downing, Charles Bickelhault of Preston Prairie, and G E Bickelhaupt of Clinton, with nine grandchildren and four great grandchildren.
Theodore Turney and Jake Eck were indicted by the Whiteside county grand jury in Morrison on eight counts of forgery. Both men, held on $1,000 bonds after court appearance, allegedly wrote four checks totaling 43 dollars using a farmer's name near Sterling and passed them to Sterling merchants.
Goleman Miles of Mt Carroll heads northern Illinois band leaders at a national band clinic in Urbana this Thursday through Saturday. Attendees from the area include Henry Burch Morrison Henry Diehl Brie G A Berchakas Rock Island Kenneth Bailey and Gunnar Benson Sterling.
Lawrence E. Brodi, county superintendent of schools, was the principal speaker Wednesday evening at the Chestnut Park parent teachers association January meeting. His subject was The Relation of Home and School.
Three persons injured Saturday as upsets occur east of Shannon with two in hospital. Savanna bank resources exceed one million dollars and the institution has operated for three years. Joe Warfield and Mr. Carroll plead guilty to forging checks. Savanna merchants are victims of the case.
In Carroll County, 214 youths participated in 4-H club work during 1936. Of these, 109 were girls and 105 boys, with 13 clubs and 142 families represented. Premiums totaling 671.29 were awarded by the farm bureau, and club product sales neared 15 dollars after events at Clinton and Polo shows. Enrollment for 1937 expected higher as new clubs planned. project reminder dates extend to May.
Two small WPA improvement schemes for the Savanna Ordnance depot win approval. A transmission line right of way and rail track improvements at the depot total about 20000 dollars. Work should start once funds are allocated, with local effort credited to Savanna Commerce Association and committee head John Grandy.
Three people were injured Saturday afternoon when their car skidded on ice and rolled three times about three and a half miles east of Shannon. M A Soenksen Esther Soenksen and Johanna Soenksen, all from Woodstock Illinois, were taken to Evangelical hospital Freeport. Esther and Johanna sustained shoulder chest and back injuries while Mr Soenksen had minor injuries. The car was badly damaged and towed to a Shannon garage.
Franklin A. Stransky of Carroll county, newly elected representative, joined Republican members in Springfield Tuesday night to organize for the 60th General Assembly which convened Wednesday. Reports call the session potentially Illinois history making. Stransky plans to remain in Springfield for the rest of the week.

Frank Kampmeier, 44, a Lanark area farmer, disappeared after leaving Saturday night. Letters to his wife and father in law hinted he planned to drown himself in the Mississippi at Savanna, where deputies found his car but no body. Officials renewed river searches while ice limits recovery potential.
County agricultural control committee members from Carroll Jo Daviess and Whiteside counties met in Mt Carroll courthouse to review the 1937 crop control program and soil conservation plans. Freeman Law said township meetings will inform farmers and applications are welcome. Final 1936 compliance checks are being rushed with expected prompt benefit payments after state processing.
