Fragmentary notes describe dust storms across the plains and floods on the Ohio and Mississippi rivers. The Minnesota Supreme Court ruled the three percent utility sales tax unconstitutional, estimated to cost the state about seven million dollars annually in revenue and free municipalities to redirected payments. Escrow funds totaling over three million dollars, paid under protest by municipalities and private utilities, will be returned. Industrial power exemption prompted the ruling. a new measure without the exemption is expected to pass to restore revenues.
Farmers must prove origin of all red clover and alfalfa seed as unadapted varieties are barred from the 1937 soil conservation plan. State officials warn unadapted seed yields poor stands and reduced next year’s yields, with identifiable signs like leaf hair and smooth stems, and advise retaining receipts and origin evidence for payment claims.
The Carroll County Council of the American Legion will hold its regular monthly meeting at the Legion hall in Mt Carroll on Tuesday evening February 23. County Commander Ray Westfall announced the session will start at eight o’clock.
County Superintendent Lawrence E K Beach announced a Garroll county meeting for all school district directors to be held in the courthouse on Saturday March 6 pending court room arrangements. Definite information was expected later in the week.
The county clerk’s January list records 29 deaths and 14 births in Carroll County. The oldest was Joseph Wherritt, 88, the youngest Walter Roberts, 14. Five deaths were in the 80s, seven in the 70s, and nine in the 60s. only two deaths were under 60. Births include Marian Elizabeth, Harry Paul, Michael Albert, Laura Jean, Franklin Delano, and several others in Savanna, Milledgeville, Mt. Carroll, Lemark, and York townships.

Project Area Manager of SCS in Freeport outlines upstream engineering as a farming approach to curb soil and moisture loss. He urges farmers to combine engineering with economics and agronomy, using county agents and extension services to build a land plan. The Carroll county commission of public welfare approved ten new old age assistance applications at a Mt. Carroll meeting. Thirteen modified cases were also approved for changes in pension amounts. Miss Mary Schaut reported many similar cases this winter, with some increases and a few reductions after review. Twelve new applications had been filed by February 16, and more are expected.
Farm adviser Leroy Pye and local engineers will lead two meetings next week to discuss electrification problems. The first session is Tuesday afternoon at Lanark City Hall, with a follow up Tuesday evening at the Farm Bureau office in Mt Carroll. On Wednesday March talk will cover swine and sheep care with BE T Robbins of the University of Spats presenting in the afternoon and evening sessions at the Farm Bureau office.
The Mt Carroll D A R chapter marked its anniversary with a banquet Monday night. County regent Mrs Davis Hammond led a brief business session before Bertha Corlett took over as entertainment chair. Mrs Campbell of Italy spoke on her visit to Sule slave Manor, George Washington’s ancestral home in England, and delegates from Savanna Mt Carroll and Laney joined the event.
Members of the Teal Farmers club plan a regular meeting at the Ideal church on Wednesday evening February 24. An interesting program includes a numbers set, community singing led by H E B Stephenleg, prayers by Mr Stakemiller, and a business segment with Rentachler orchestra. Recitations by Stanley Biciema, Mrs. Wm. Linker, and others with a colored male quartet and readings by Mr. Pheifer. The program closes with a song and performances by Rentsehler orchestra.
Charles Kingery of Salem township was re-elected president of the Carroll County soil conservation association at last Wednesday’s Mt. Carroll meeting. Officers include Herman Daebler, Paul Haven, Henry Millex, Truman Roger, and Julian Tack, with cooperation from the CCC camp soil conservation program to reduce erosion and improve farm fertility.
Teachers and pupils at Chestnut Park grade school contributed 12.81 to the Read Gross fund for relief of sufferers in the funded area. Principal Herbert Rawlins said the sum was donated at a Valentine party in the school last Friday afternoon. A short program honored Abraham Lincoln's birthday anniversary.
County Clerk Walter Watson issued a marriage license on February 10 to Nathaniel Miles de and Flaer ence M Steer, both residents of Mt. Cassoll.
Miles of Mt. Carroll announces Carroll County Sportsmen Club meeting Friday at 7 30 p m to plan care for a shipment of 500 young pheasants. Birds arrive in spring, require seven weeks of care before release in county areas with food and cover. Officers from all chapters urged to attend for setup.
A total of 863 dollars 57 cents in state school funds was distributed this week by the Carroll County superintendent of schools to county school districts.
About 217 farmers in Carroll County mailed applications Friday for 36 benefits under the 2436 agricultural census program. Elver Eisseller was named office secretary by the county allotment committee. Signups for 1986 benefits are slated in Mt Carroll and Savanna and Freedom and Cherry Grove and Shannon townships with dates to be arranged for Rock Creek and LiWa. Deaths in January exceed births. nine boys and five girls born. Harling Thomas of Erie will stay briefly, Leonore Schmidt remains stenographer.
Mt Carroll hosts a county Legion Council meeting on Tuesday night. Chas Kingery is re-elected to head the county soil conservation association. State school funds will be distributed this week.
