Rules Panel Moves to Slow Down College Basketball

The rules committee of the National Association of Basketball Coaches approved changes to slow play. They increased time outs to five, added optional four 10 minute quarters, and adopted the three second rule for AAU and collegiate play. High schools gain a sudden death overtime option and new time out rules while substitutions between goals are restricted. The panel cites fears of faster play and reports no harm from current speed.
