A London report states Lloyd George and Eamon De Valera led Irish discussions on peace with the aim of a basis for a broader settlement. The mission terminates with an official communique noting the proposals were under ten articles and awaiting response or rejection by Irish leaders and the cabinet.
London July 21 official communique says no basis for a conference to settle the Irish question has been found after a meeting between De Valera and Lloyd George. De Valera will return to Dublin tomorrow and consult with Lloyd George after further discussions with his followers.
Washington July 21. The War Finance Corporation announced an agreement to advance 8 million and a quarter dollars to the Federal International Banking Corporation of New Orleans to assist financing of 25 000 bales of cotton for export. An additional up to five million dollars will be advanced as business develops covering movement of about 100 000 bales.
The Interstate Commerce Commission held that meat packers practice regarding their cars was not unduly discriminatory. The case concerned whether packers favored their own wholesale grocers over others. the ICC found no undue prejudice and addressed the issue of branch house sales and routes.
Official circles say Paris will reinforce Upper Silesia and wait to see if Great Britain joins. Premier Briand replied to Britain yesterday on the Silesian issue noting the Supreme Council cannot serve a purpose before orders are issued.

Four people, two women and two children, died in a catastrophic fire in Cleveland. The adults were found in bed with the children in their arms, indicating a fatal rescue or attempt. Authorities described the scene as a deepening tragedy with no immediate cause released.

The former German battleship Ostfriesland was sunk today in Norfolk Virginia after bombs dropped by Martin bombers. The decisive strike used two 2000 pound bombs.
