The City Council debated the 1936 budget led by Alderman Key of the finance committee. Budgets were fixed to minimize non essential spending while preserving government functions. Traffic regulation revisions were proposed by Mr. Caldwell to study necessary updates. Overpass project costs and delays were discussed but no action taken.
A 1934 letter by Major General J. I. Fuller suggests using gifts and profits sharing to sell munitions in the Balkans. The document, dated February 4 1934 and read into evidence by the Senate munitions committee, details how middlemen would profit from armament deals and criticizes embargoes and defense funding schemes.
Columbus report quotes Charles West undersecretary of the interior saying delegates from Ohio will attend the Democratic National Convention in Philadelphia and that the credentials committee will be addressed by Democrats yesterday on the matter.
The 185 foot schooner Anne R Heidritter with eight men aboard radioed distress 190 miles east of Jacksonville. Coast Guard cutter Yama craw from Savannah headed to assist, expecting arrival about 6 p.m. The vessel, owned by Edward L Swan of New York, was built in 1910 and weighs 691 gross tons. It was unable to progress and towed to port once rescued.
Dothan Alabama, February 11. J C Waldlington, a Dothan businessman, said the Moultrie Georgia franchise would move to Dothan this year if fans raise a 500 franchise fee. Bob Murray, former Moultrie manager, will lead the Dothan club and arrange spring training. Dothan, population over 16,000, has backed the Dixie Amateur League, which may not operate in 1936. The Dothan Eagle reported Dothan was voted into the class D Georgia Florida Baseball League replacing Moultrie. Murray owns and managed Moultrie and sought league approval to move the franchise to Alabama after Moultrie officials declined renewal due to insufficient local support.
In Philadelphia on February 11 a 12 ounce eight day old girl named Alice Elizabeth Marta died shortly after being placed in a regulation incubator. Dr H Lenox Dick and Dr Ernest L Noone noted the child's remarkable longevity despite birth three months early and home care by nurse Clare Robinson who improvised a cardboard box incubator and fed the infant every ninety minutes.
Moncks Corner S C Feb 11 two Coast Line railroad men died when a broken side rod punctured the engine boiler forcing them to jump The engineer C B Ruthledge about 60 of Florence died later in hospital and the fireman Paul Etheridge also of Florence was dead at the scene Superintendent R B Hare said the pair likely died by jumping rather than from steam Ruthledge had 20 years service and leaves three sons Harold Reggis Willie and a daughter Margaret Bodies were held awaiting relatives instructions An engine from a double header pulled the Florida Special to Savannah
Savannah officials said C B Ruthledge engineer and Fireman Etheridge of Florence SC were fatally burned at Moncks Corner SC when a locomotive side rod broke and punctured the boiler. The Florida Special third section was southbound.
J Hasty Golden former sheriff of Elmore county was found guilty in U S district court of transporting intoxicating liquor. He faces sentencing by Judge C B Kenamer on Thursday with a three Negroes jury.

Washington February 11 Hamlet was cleared of charges that he bullied smaller dogs. James W Lauderdale assistant corporation counsel ruled there was not sufficient evidence that Mrs. W Forbes Morgan 180 pound Great Dane threatened neighbors and vowed to leash the dog. Tumulty secretary to President Wilson prompted the good neighbor pledge and provided a letter supporting the decision.

Columbia S C February 14 A proposal to let voters decide by referendum whether to convene a constitutional convention to rewrite the South Carolina constitution was introduced as the legislature entered its fifth week. Rep B M Gibson Greenville asked for a yes or no vote in the Democratic primary August 25 to call the convention. The measure was referred to the judiciary committee. The 1895 constitution is the current frame. Other resolutions include a $25 000 appropriation for a commission to rewrite the constitution and report recommendations to the legislature and several amendments touching legislative eligibility unicameralism biennial sessions divorce and a state social security program.
Treasury data show February receipts of 14.31 million and expenditures of 15.19 million, leaving a net balance of 1.92 million. Customs receipts for the month total 8.60 million. year-to-date receipts 2.202 billion against 4.439 billion in expenditures including 2.011 billion emergency spending. Gross debt stands at 30.503 billion with a daily decrease of 1.018 million. gold assets amount to 10.163 billion.
A bystander did not recognize the car's driver in downtown Kinston North Carolina as a stolen vehicle from a parking lot. The onlooker chased the car and alerted police.
