Masson, banker and head of Lyonnais in Paris, told the Institute of Politics in Williamstown that France aims to divert Dawes plan reparations toward reconstruction. He warned that internal and foreign financing, including Dawes and U.S. borrowing, may be inadequate for the needed $14 to $17 billion in damages and reconstruction costs.
