Chicago April 22 The electric chair described as the fastest working device in the United States was completed today at the Cook county jail. Warden Frank Sain said the chair rebuilt and mechanized would shorten the condemned’s time in the death chamber from about thirty five to forty seconds to ten. Straps are inserted in grip type buckles and tightened by a lever operated mechanism.
