Town makes water conservation mandate in Front Royal

Front Royal officials converted a voluntary water conservation call into a mandatory restriction amid dry conditions on the South Fork Shenandoah River. Town Manager Joe Waltz cited reduced river flow and the withdrawal permit from the Virginia Department of Environmental Quality as bases for the action. The river gauge showed the 14 day average flow dipping under 340 cubic feet per second and briefly below 300 cfs, with the level dropping toward 240 cfs as a potential trigger for further measures.
