Regional jail super resigns before official opening
Robert Mulligan, 50, superintendent of the RSW Regional Jail, announces retirement on the eve of the July 1 opening. He began with the jail in 2013 after a 31-year law enforcement career, including Loudoun County Jail leadership. The $72 million facility on U.S. 340/522 in Warren County officially opened Tuesday and will employ about 140.
