J Clark Salyer of the Institute for Fisheries Research argues natural conditions largely explain the spring fishing decline. He notes abnormal weather reduced migration and feeding, with drought keeping trout in deeper pools and spring thaws absent. Predators and violators may play a role, but overall conditions have not favored either fish or fishermen.
