Frank McKay on Civil Service Reform and Venality
The piece critiques the civil service system as venal and inefficient and notes budget cuts to the civil service commission to 75000 dollars saving taxpayers about 300000. It argues higher wage brackets were removed from civil service while lower paid jobs stay under Democratic control. About 5300 positions under direct state administration remain mostly civil service protected. Officials fear a revised civil service law will strip power and alienate departments. The staff harbors hopes the boss will be defeated next election and Democrats replace him, questioning how efficiency can arise.
