Kevin Whitfield has been dismissed as Elkton town manager effective 5 p.m. Friday following an emergency meeting. Whitfield, 46, began as town attorney in 2013 after a career with the police department, including a 2009 promotion to chief of police. He says he submitted his resignation Jan 25 with a March 31 departure.
A public hearing is scheduled in Elkton on proposed ordinance changes affecting transitional living centers, dwellings, and family living or sleeping quarters. The meeting aims to discuss zoning and housing provisions and to gather community input before final action.
At 6 15 p m Monday the Elkton Area Community Center hosts a Town Council meeting discussing proposed zoning changes. Planner Pham Chopra’s series of property purchases last year spurs efforts to allow a future transitional housing project for drug and alcohol addicts and PTSD victims. The Planning Commission led by Chairman Dan Talbot collaborated with former Town Manager Kevin Whitfield and Town Attorney Nathan Miller on the amendments.
Pham Chopra formed Bright Visions LLC on December 1, 2015, replacing Valley Construction. He moved to Elkton from California, bought about 15 area properties for over 4.7 million, including the Elkton Theatre last used in 1987. Contractor Adam Good, of Peak Home Improvements, began visible facade remodeling after obtaining a permit in October.
Elkton resident Jim Lawson leads a effort to honor families displaced by Shenandoah National Park with a regional monument. The Blue Ridge Heritage Project spans eight counties with Madison and Rockingham counties forming committees. A stonemason will craft the monument on land near Elkton, as planners seek donations of land and funding to finish the project.
Elkton community notes the removal of gas pumps and tanks at the Elkton Service Center owned by Lyniel Kite after a prior leak and aging infrastructure. Store manager Steve Lam confirms the plan while Cyclone historical context notes the site’s long operation since 1941 and previous brand changes.
