Moton Voices Southern Opportunity for Negro Labor

Hampton cadet Major Moton argues in a Hampton speech that the South should rely on African American workers for farm and domestic labor, seek sympathetic cooperation with white workers, and intensify education and wholesome environments to uplift the colored population. Rate increases granted by Interstate Commerce Commission

The Interstate Commerce Commission issued a divided decision granting some 5 percent freight rate increases in the Ohio Potomac region and west to the Mississippi while denying eastward rises to the Atlantic seaboard. Six percent increases apply within the central territory and no advances east from Buffalo and Pittsburgh. Commissioners Daniels and McChord dissented, arguing broader increases were warranted or that the western case should apply east. The majority urged efficiency measures and warned that New England and Central Freight Association roads face lower typical rates, with potential higher passenger fares to maintain service quality.
