Johnson insists he controls U S foreign policy until Jan 20
Washington and New York UPI reports President Johnson declared at a news conference that he, not Nixon, will make foreign policy decisions until January 20. He noted only advisory observers may participate, and emphasized no transfer of power occurs before then. Nixon aides sought to clarify that consultation remains limited and not a condition for policy moves.
