Johnson orders halt to bombing and broad peace talks
President Johnson announced a total halt to bombing North Vietnam and planned broadened Paris talks with Saigon and the National Liberation Front starting Nov. 6. Washington said the pause could be broken if talks fail to begin promptly, and no ceasefire in South Vietnam was agreed. The new phase signals intensified negotiations without yet securing peace.
