Chester Sgt. Victor Roggia criticized plea bargaining after Goshen man George D. Cooper, 39, saw six charges reduced to three. Cooper pleaded guilty to speeding, failing to comply with a police order, and resisting arrest. felony assault was merged into the resisting arrest count.
