Welfare residency proviso defended at Liberty meeting
Liberty officials defended Gov. Rockefeller welfare reform aimed at restoring public confidence in the system. Social Services Commissioner George K. Wyman spoke at Grossinger's Hotel for the New York Public Welfare Association meeting, insisting the plan moves eligible recipients toward self-support through work incentives, training, tests and relief. He defended a one year residency rule to curb nonresident access, saying success would be judged by program quality and community trust.
