EPA approves NYC and LA air plans to curb cars
The EPA approved New York City taxi cruising limits, Midtown restrictions, and parking reductions, with mass transit and carpool incentives. It proposed a Los Angeles plan aiming for zero growth in gasoline sales, stricter fleet retrofits, bus lanes, and a ban on new parking facilities, potentially banning cars in 1977. Northern New Jersey would see a gasoline freeze and over 60 percent driving reductions.

House approves $20,000 ceiling on farm subsidies
The House tentatively voted 194 to 157 to set a $20,000 per person limit on subsidies for cotton, wheat, or feed grains starting Jan 1 1974 and extend it to leased cotton acreage. The measure targets loopholes in present law and could cut government farm spending substantially by reducing payouts to the top earners, with cotton growers hardest hit.
