Laird says SALT may save up to $1 billion yearly
Defense Secretary Melvin Laird testified that U.S.-Soviet SALT could yield at most $1 billion in annual defense savings, or none if the Vietnam pace continues. He urged crash programs for new submarines and bombers to keep pace with the Soviets and argued McGovern’s defense cuts would surrender gains. He faced Proxmire’s criticism amid a broader push for SALT ratification and an $86 billion next fiscal year budget.
