Court eases one man one vote rule for states

The Supreme Court ruled 5 to 3 that the one man one vote standard can be more flexible for state legislatures than for U S congressional districts. Chief Justice Rehnquist led a majority that reaffirmed equal population aims but allowed divergences if based on a rational state policy such as Virginia's 1971 plan to preserve subdivision boundaries. Justice Brennan led a dissent arguing absolute necessity should guide district equality.

Senate orders revival of low interest REA loan program

The Senate voted 69 to 20 to require the Agriculture Department to revive the rural electrification and rural telephone loan programs with 455 million dollars in appropriations. The move challenges Nixon administration cuts and opposes proposed shifts to a 5 percent loan system backed by private capital, seen as risking weak co-ops.
