New York Mayor John V. Lindsay charged Governor Nelson Rockefeller with condoning and rewarding an illegal strike by settling the nine day garbage workers walkout. The dispute centered on the handling of 199,905 tons of dumped refuse on New York sidewalks.
Governor Rockefeller proposes a temporary state takeover of the New York City Sanitation Department to cover payment and operation of its 6,990 workers until garbage is cleared. The plan, funded by deducting costs from NYC state aid, follows settlement of a strike and shifts future wage costs to the city. The move sparks conflict with Lindsay and raises questions about home rule and future crises.

The Tin Tin Yat Pao in Hong Kong reported that Communist China massed MiG fighters at Nanning airfield near the North Vietnam border with runway expansion under way. The paper said hospitals in Nanning were full of wounded North Vietnamese troops and claimed 20 000 more Chinese troops were sent to North Vietnam along with volunteer medics. No independent confirmation was available.
Israel says seven hour battle across the Jordan River injures two Israeli soldiers and kills five Jordanian soldiers with one wounded reported by Amman. Separately Saigon reports 250,000 war refugees since the Jan 29 offensive, while Acapulco’s Hotel Majestic fire kills two, with more feared dead.
Sen. Eugene McCarthy accuses the Johnson administration of fear to negotiate a settlement in Vietnam, urging that only surrender terms are being considered. In Vietnam, Bonn reports five Germans captured by the Viet Cong in Hue, including three doctors, a professor, and a spouse, with efforts to verify their fate.
Senator Joseph Clark urged caution over the risk of using tactical nuclear weapons if Communists gain the upper hand at Khe Sanh in South Vietnam. A bomb developer warned such weapons could also endanger U.S. troops. Clark, back from Vietnam, called the coming battle very worrisome and feared overreaction if U.S. forces are beaten.
