Washington reports President Kennedy believes Soviet combat troops will depart Cuba before month’s end. A high Latin American official cited Kennedy’s plan for joint action with critic Senator Kenneth Keating. Keating discussed a proposed Cuba course of action with CIA Director John McCone after their Friday meeting.
The Latin American looking on at the White House on Thursday reports mixed views on troop withdrawal. President Kennedy weighs a personal message to Khrushchev urging swifter pullout as he cites about 6,000 Soviet combat troops in Cuba and 4,500 already departed since October, totaling 17,000. Diplomatic exchanges continue to decide if remaining forces will leave this winter.
Senator Strom Thurmond charged on a TV program that Defense Secretary McNamara’s briefing downplayed the Soviet military presence in Cuba and denied Latin American subversion from Cuba. Khrushchev told the President troops would be pulled out in due course, as Congress debates pressure on Moscow to remove forces from Cuba.
Sen John Stennis chairman of the Senate Cuban inquiry warned that defensive weapons could be used to conceal a new Soviet offensive build up in Cuba.
The Teamsters Union, led by President James R Hoffa, narrowly met a noon Friday bonding deadline under the Landrum Griffin Act with United Bonding Insurance Co of Indianapolis agreeing to underwrite 500000 dollars in bonds for officers. Also notes a missing tanker Marine Sulphur Queen, a New York newspaper strike, cold wave in the Northeast, underground AEC tests at Nevada, liberal filibuster reform efforts, and Cuban refugees reporting a hidden missile base in Oriente Province.
