Secretary of State Dean Rusk tells the Senate Foreign Relations Committee that the nation’s interests allow no alternative course, signaling firm policy stance amid turbulent talks. He asserts unity and resolve across administration dimensions to pursue proposed foreign policy priorities.
The Kennedy administration faced a heated House hearing as Democrats and Republicans clashed over a proposed Cabinet level Urban Affairs Department. Budget Director Bell urged approval, while Rockefeller and the GOP were accused of political fakery amid the dispute.
President Kennedy asked Congress for a five year 5.7 billion education aid package to expand classroom construction and boost teachers salaries. The plan favors public schools only and faces opposition over funding for parochial schools while Senate debates a companion college construction and scholarship bill. Democratic leaders back the program though some Republicans question its scope.
Secretary of State Dean Rusk warned Congress that failing to back the United Nations $200 million bond issue would be a political catastrophe for both the UN and the United States.
