Gustav Hertz 46 of Leesburg Virginia chief of the Public Administration Division USOM in Viet Nam disappeared Tuesday afternoon in suburban Saigon. He may have been kidnapped by Communist Viet Cong terrorists, potentially the highest ranking U S civilian to fall into VC hands. Hertz and his wife Solange reside in Saigon with their three children.
