Reports indicate Don Carlos advances into Spain with a large force as European crises loom. The article notes honors to the New Republic, an imminent Italian crisis, and the appointment of a new Grand Vizier in Turkey while addressing Mormon affairs and a presidential push for Utah legislation.
From Rome on February 15 reports say Spain's recent events stirred considerable commotion and fears of a ministerial crisis in Italy. In Constantinople on February 15 General Essad Pacha, former war minister and army commander, was appointed Grand Vizier of Turkey replacing Midbal Pacha.
In Madrid on January 15 crowds gathered to celebrate the proclamation of a republic. The city was illuminated and people turned out in force to show support for the Cortes declaration favoring a republican form of government.
Paris February 15 reports Don Carlos the insurrection leader has crossed into Spanish territory with a large force and blocked roads to Saragossa. He approaches Aragon and Toledo with much of his army, has cut the Northern railway and threatens to sever Madrid Irun railway lines.
Alexander H. Stephens writes to Georgia electors accepting the nomination to fill the seat made vacant by General Ambrose Burnside's death. Arthur Shepard resigns as editor of the National Republican. John P. Foley is appointed as Washington correspondent and editor. Senate caucus prioritizes appropriation bills, delaying postal telegraph and Sherman’s specie payment bill. President’s Utah message urges Congress to guard civil and criminal jurisdiction under federal supervision and outlines Territorial judicial affairs and limits on local legislatures.
The document urges Congress to place jury and court selection beyond local control, safeguarding federal authority and preventing anti federal actions. It notes Utah’s unique provisions, warns of local interference with U S courts, and calls for action to secure impartial juries and enforce federal law.

Proposals include using Charlestown navy yard as the joint roads terminus. C F Ames Jr a railroad commissioner endorsed the plan before the railroad committee.
In Chicago on February 18 a protest by a group of residents along the Illinois Central line attempted to force three cent a mile fares. They paid the conductor on the Chicago Susingsen & Quincy route, aiming to spark a disruption, but the conductor accepted the fare and officials have not decided on a course of action.
In Washington on February 14 the Senate laid over a resolution congratulating Spain on its peaceful government. Legislation included inviting the International Statistical Congress to the next U S session, declaring inauguration day a legal holiday, and debates over tobacco venue clarifications and naval appropriations amid federal territorial tensions in Utah.
The record lists bills introduced by Mr Young on city governance and funds, Mr Patrick on homestead exemptions from levy, and Mr Jones on extending Justice of the Peace jurisdiction. Boucicault and a Shiel cast headline Monday with Grover criticized for misrepresentation at the National. The editorial rebukes Grover and urges honest dealing, citing Powers' St Patrick's Eve as a corrective example.
The Board of Aldermen discussed repealing the Sunda ordinance yesterday with contributions from J L Keck and others. Ziezler criticized Vine street saloons for attracting vice and urged enforcement, but the measure was tabled after a vote 14 to 8 with Alf, Brookfield and others opposing.

An accident on the Nashville road near Carbondale Ky destroyed two engines but left firemen and engineers unharmed. C Waller of Wapakone ta attempted to enter his wife’s room to shoot her then set the house on fire and was jailed. A Philadelphia jury found Connellians guilty with mercy recommended.
