On December 23 the House voted 197 for 189 against the Hobson resolution to submit a constitutional prohibition amendment to state legislatures. Six of the Union delegation backed it, eleven opposed, four did not vote. Ohio representatives Ford Fess Rost Switzer White Wills voted yes.
