What is charter government that council is studying
The council studies charter government in preparation for Rittman possibly becoming a city after the 1960 census. A charter is a basic law defining organization, powers, and procedures, giving “home rule” and more local control than state law. There are three charter forms used in Ohio, with a council-manager option favored by unofficial Rittman surveys.
