Frey Wins City Suit Over Occupancy Permit
Russell Frey, landlord of the Rittman Shopping Center, won an occupancy permit for two duplex housing units after appealing to the Common Pleas Court. He had moved the structures to make room for a bowling alley and argued remodeling costs of 2000 dollars per building were excessive. The city refused a variance and Frey contends he met building code requirements.
