The War Department and France agreed that American soldiers buried in France would remain there until the war ends. Major General Harris reports relatives are informed of burial locations when available.
Senate probe transcript shows Bernstorff and Berlin officials discussing Hearst as a German asset. A. Brice Bielaski testified Hale, on Hearst payroll and paid by a German propaganda group, was sent to Berlin and Romania to influence media and policy. The Washington Post was also described as drifting toward Germany.
Berlin reports a Paris dated message suggesting President Wilson may visit a German port on a second European trip. Dr Sudekum, Prussia’s finance minister, cautions delays but notes the issue is urgent as Germany seeks fair payback and smoother postwar relations.

Berlin reports that Allied and American forces will temporarily occupy Berlin to exercise police supervision. The move follows a reported incident in which a supervisor at a prisoners camp shot three Frenchmen, and Mannheim is said to be similarly occupied according to the newspaper.
Private Thomas C. Neibaur of Sugar City Idaho is cited by President Wilson for the Medal of Honor along with Col. Charles Whittlesey and Capt. George McMurtry for valor during the Rainbow division assault on Cote de Chatillon in October. Despite wounds, Neibaur held a ridge single handedly killing four and capturing 11 prisoners at the point of his pistol.
Berlin reports indicate serious disorders and firing in main streets tied to German Bolshevik activity. Rhine land leaders consider forming an independent republic called the Under German Empire including Rhine and Westphalia. Southern Baden seeks incorporation in Switzerland as wounded soldiers return to lines.

Washington December 6 The War Department announced the abolition of tying prisoners to cell bars and other severe corporal punishments. Baker stated such punishments were found to be an ineffective deterrent to military rule violations.
Federal agents tried to auction sixty gallons of whiskey seized from a Portland man after labeling it as automobile accessories. The Gandier law bans distilled spirits sales in Vernon, forcing officials to travel to the nearest dry area to conduct the sale.
London December 6 reports a Daily Express Berlin correspondent states Germans are building an airplane to attempt a crossing of the Atlantic and a Zeppelin is under construction with the same aim in view.
The report notes five new influenza cases locally with the epidemic easing due to health measures. Community kitchen activity decreases as conditions improve. Blackfoot is hard hit while Pocatello shows strong handling and urges quarantine adherence and reporting any new cases to avoid a recurrence.

Washington December 6 Four steamship lines Clyde Mallory Merchants and Miners and Southern relinquished from federal control by order of Director General McAdoo. Railroad owned steamers remain under railroad administration. The four lines had been under government control since April 15 under wartime authority and are now returned to private management effective midnight with accounting from December 1.
London December 6 Lloyd George released a policy statement urging the trial and punishment of those responsible for the war. He pledged British influence at the peace conference to secure justice, demanding the Kaiser and accomplices stand trial by an international court for crimes including murder at sea and the ill treatment of prisoners.
Paris reports the inter allied conference on peace preliminaries will open December 17 and run to about January 15 before the main peace conference begins. German plenipotentiaries will be admitted, with French plenipotentiaries drawn from government members and aided by eminent technical advisers.
