Sir Samuel Hoare British Foreign Secretary resigns while Premier Laval in Paris may quit as the Baldwin government faces intense criticism. Ethiopian and Italian forces clash on East Africa front after peace plan proposals trigger European tensions and threaten government stability.
In Juneau Alaska December 1919 the national emergency council held a meeting with heads of federal and territorial departments. Each presented a brief report on post Roosevelt administration work and progress. A comprehensive summary will be sent to Frank Walker, director of the council.
Dr J F Van Ackeren in a Ketchikan Alaska Chronicle report explains the Bureau of Indian Affairs prefers a single hospital for tuberculosis and general patients in Ketchikan due to limited funds. He notes it would cost about the same to run 60 beds for TB and general care as to run a smaller tubercular facility. Local backers favor contracting general work with Ketchikan General Hospital once another institution opens. Continued on Page Three.
Doylestown Pennsylvania December 19 federal agents search for abductors of Caleb J Milne IV who was found in a roadside ditch dazed with lips and eyes taped. Government operators say they have a line on the suspects. Family paid a rumored twenty five thousand dollar ransom. The youth recovers in hospital and cannot yet speak.
Frank Walker resigns as National Emergency Council director, fueling reports he may become Postmaster General if James Farley steps down. Lyle Calverson of New York succeeds Walker temporarily, having previously served as solicitor for the coordinating organization.
Manila reports President Manuel Quezon announced the commonwealth aims to raise an immediate standing army of 19 000 men and train 500 000 reserves within ten years. The objective is to make conquest of the Philippine islands too costly to be profitable.
A coroner’s jury ruled death of actress Thelma Todd an accident but urged further inquiry. A grand jury was ordered to conduct a new-angle investigation, with Captain Clyde Plummer and the special investigators to pursue the case, under orders from grand jury foreman George Rochester.
The final Board of Equalization meeting last eve ning had all council members present except Albin Polson. Harry was elected mayor pro tem. The minutes were read and approved. The clerk reported inventory figures for Standard Oil Co. assessment at Nome showing 26853.90 versus 11575. No action to change the original assessment. James Frawley, for H. S. Burgh, objected to a 2000 raise on the Nevada building as too high and not proportionate. Mrs. Jack Devine objected to a raise on the Lincoln Hotel assessment noting her old building. London delegates from the major naval powers debated the British compromise as Japan clung to a goal of equal strength. American French and Italian conferees supported the principle, while Japan opposed the preamble that ties security to minimum adequate naval forces.

John T. Eclis, 72, was struck and killed after stepping into traffic. Charles Crawford and Carl Bower were also struck by cars, suffering fatal injuries in the same incident.
