Washington May 10 The civil service commission ruled that the negro janitor at the Statesville federal building, fired by Collector Watts, must be reinstated with full pay for three months. Chambers, an eighteen year veteran, had been removed for suspected theft of clothes. investigations found charges groundless. Watts had appealed through Senators Simmons Overman and McAdoo but the commission upheld restoration.
