Officers and civilian guards are deployed. warnings and arrests rise as authorities pledge suppression.
Washington May 2 The final phase of World War I peace talks moves toward signing the treaty early in the week beginning May 25 with a 15 day period for German consideration and a week for exchange of views. A secret plenary session is planned Saturday and Monday will launch the League of Nations organization. Italy remains unrepresented but invited to Monday events. The German delegate Count Von Brockdorff-Rantzau appeared defeated as he confronted the allied delegation. Munich, held by soviet forces, is reported in flux with government troops surrounding the city.
The Associated Press reports former Mobilian Roberto Gayon, secretary to General Aurelio Blanquet, is arrested in New York on a U S grand jury warrant. He is accused of conspiring to spark a revolution in Mexico from within the United States, tied to Blanquet’s faction and alleged plans linked to other Mexicans in Texas and New York.
Confusion over the 167th Infantry departure date ends with a telegram from Major Adjutant Hf. B. May stating the Alabama regiment will leave Camp Merritt on May 8. Plans call for the unit to visit Birmingham Montgomery and Mobile with welcome receptions in each city as they return to the state.

Joseph Lister Hill, battalion adjutant, will be the main speaker at a Liberty Loan rally in Fairhope Saturday evening. He travels across the bay with a party of Mobilians and will be joined by the Moshiro quartet and Mrs. Frank Holland in the program.
A drive to raise Victory Liberty Loan bonds in Mobile will be organized next week. An executive committee meeting Friday at 6 pm will map the plan to boost Mobile with other Southern cities. Speakers include John F. Glennon at a women’s rally in Bienville Square Saturday night and Tisdale J. Touart in Monroe Park Sunday night.
The State harbor commission released a report Friday showing April added ten vessels and 26 569 tons compared with March. Six extra schooners and ten more foreign bound steamers entered Mobile, though the month saw fewer arrivals than the previous period.
The captured German submarine Pa is slated to arrive in Mobile on May 28 as part of a Victory Liberty loan tour. Escorting Tuscarora, it will travel from New York to Savannah arriving May 9, then proceed to various ports with stops and dates to be announced.
